Tension filled the Hollow Oak council chamber on Tuesday as councillors debated the Nap Zoning Ordinance, which would designate every sunny windowsill within city limits a ‘protected rest area.’ Councillor Pâté Fluffington argued, with some passion, that ‘the nap is a right.’
The ordinance passed 5 to 3, with one abstention (asleep). Critics say the new law will cost 90,000 treats to enforce. Supporters say it will pay for itself in productivity, once everyone wakes up. Mayor Mittens signed it with a paw and promptly fell asleep on the document.
